THE GOVERNING RULES AND REGULATIONS FOR The International Theatre Festival "Spring In Melikhovo"

1. GENERAL PROVISIONS

1.1. The International Theatre Festival "Spring In Melikhovo" (hereafter referred to as: “the Festival”) is hosted annually since 1997 in the State Autonomous Institution of Culture of the Moscow Region (AICMR) “State Literary-Memorial Museum-Reserve of A. P. Chekhov “Melikhovo" in accordance with the Action Plan of the Moscow Region Ministry of Culture.

1.2. The Founders of the Festival are the:

·        Ministry of Culture of the Moscow Region;

·        Union of Theatrical Figures of the Russian Federation; and,

·        AICMR "State Literary-Memorial Museum-Reserve of A. P. Chekhov "Melikhovo".

1.3. The Organizers of the Festival are the:

·       Ministry of Culture of the Russian Federation;

·        Ministry of Culture of the Moscow Region; and,

·        AICMR "State Literary-Memorial Museum-Reserve of A. P. Chekhov "Melikhovo".

2. THE GOALS AND OBJECTIVES OF THE FESTIVAL

2.1. Preservation and development of Russia’s cultural traditions.

2.2. Study and preservation of literary and dramatic heritage of A. P. Chekhov.

2.3. Positioning of the Moscow region as a region of high theatrical cultural significance.

2.4. Strengthening of cultural contacts with all regions of Russia, the CIS and non-CIS countries (countries of near and far abroad).

3. ORGANIZING COMMITTEE, DIRECTORATE AND EXPERT COUNCIL OF THE FESTIVAL

3.1. The overall organization of the Festival is defined in the following entities:

- Organizing Committee of the Festival (hereafter referred to as: the Committee);

- Directorate of the Festival and

- Expert Advisory Board.

3.2. The Expert Advisory Board and Directorate of the Festival are integrated into the Festival Organizing Committee.

3.3. The organizing Committee is formed from representatives of the Ministry of Culture of the Moscow Region, AICMR "State Literary-Memorial Museum-Reserve of A. P. Chekhov "Melikhovo" and theatrical scholars (critics, artistic directors), and the Committee membership is approved by the Minister of Culture of the Moscow Region (Annex 1).

3.4. The Expert Advisory Board approves the selection and professional evaluation of performances of the applicant theatrical companies, and formulates design proposals for the poster of the Festival.

3.5. The Directorate of the Festival is responsible for advertising, promotion and relations with mass media; it prepares the Festival booklet and posters, develops schedules for arrival and departure of the Festival participants; it is also responsible for hotel accommodation, catering of the participants and guests of the Festival, and for organization of cultural program of the Festival.

4. DATES AND VENUE FOR THE FESTIVAL

4.1. The festival is held annually in May.

4.2. The festival is held for five (5) days minimum in accordance with the Festival program as developed and approved by the Organizing Committee.

4.3. The venues of the Festival are centered on: AICMR "State Literary-Memorial Museum-Reserve of A. P. Chekhov "Melikhovo" located in the village of Melikhovo; "Serpukhov Music and Drama Theatre", Cultural Creative Center "Druzhba" (city of Chekhov) and other sites of the Southern Moscow Region and Moscow city as approved by the Organizing Committee of the Festival.

4.4. Festival performances take place on the large or chamber stages, outdoor performance stages in the estate of A. P. Chekhov.

5. CONDITIONS OF PARTICIPATION IN THE FESTIVAL

5.1. The participants of the Festival are the:
- theatre companies that pass the preliminary selection process;
- members of the Organizing Committee;
- drama critics;
- members of the press;
- guests of the Festival (by special invitation).

5.2. Eligible participants of the Festival are selected from theatre companies of the:

City of Moscow, Moscow Region, all other regions of Russia, CIS and non-CIS countries (countries of near and far abroad) who are bringing to the Festival theatre-staged versions of Anton Pavlovich Chekhov’s works.
5.3. The list of participants and the Festival program is made up by the Expert Advisory Board of the Festival on the basis of submitted applications.
5.4. When drawing-up applications theatre companies provide the following materials:
- a recording of the theatre performance on approved recording media, either VHS or DVD;
- a play poster and a playbill;
- press reviews of the staging.
5.5. The materials given to AICMR "State Literary-Memorial Museum-Reserve of A. P. Chekhov "Melikhovo” will not be returned in order to create an information base (video collections) of Russian staged versions of Anton Chekhov’s works.


5.6. AICMR "State Literary-Memorial Museum-Reserve of A. P. Chekhov "Melikhovo” reserves the right to non-commercial use of the videos (or their segments) of an applicant’s submission for informational, research and educational purposes as well as for graphics artworks for publications, on-air via radio and TV with due acknowledgement of any and all existing copyrights.


5.7. Applications for participation in the Festival are accepted until the 1st of February annually.


6. THE STRUCTURE OF THE FESTIVAL
6.1. The program of the Festival is based on staged versions of Anton Pavlovich Chekhov’s published works or theatre plays about him.
6.2. The Festival program incorporates provisions for:

- "Critical Roundtables" to discuss a theatre company’s performance with participation of leading theatre critics, directors and actors, who take part in the Festival, and other invited guests;

- Master-Classes for directors and actors;

- Acting Workshops and Directing Labs;

- guest tours to the Moscow Region cities with staged plays;

- participation in Russian Cultural events and celebration of memorable dates.


6.3. The presentation of a Certificate of Participation and prizes awarded by the Festival takes place immediately after the performance of a theatre, which took party in the Festival.
